Missing validation during checkpoint loading

### Impact An attacker can trigger undefined behavior, integer overflows, segfaults and `CHECK`-fail crashes if they can change saved checkpoints from outside of TensorFlow. These fixes will be included in TensorFlow 2.7.0.
